Clickable Polygons Do Not Always Work #354

Which products are affected?

Google Earth 5.2.1.1329 (beta)

What steps will reproduce the problem?
1.Download http://www.gelib.com/wp-content/uploads/2009/us-counties_nl.kml 
2.This will load polygons for all the counties in the US.  Click on a
county should pull up a balloon with the name.  But as you move the
cursor around, you'll see that sometimes it's a hand and sometimes
it's a pointer.  When it's a hand, you can't click on the polygon.
Even stranger is that some polygons show hand and pointer on different
parts of the exact same polygon.  For example, look at the yellow
county north of Las Vegas, NV.  South part shows hand, north part shows
pointer. 

What is the expected output or behavior? What do you see instead?
Should be able to click anywhere on a polygon.

What application versions (if any) are you using?

Which operating systems (and/or relevant web browsers) are affected?
Windows 7

It works perfectly in v5.1.3533.1732. 

I added a portion of your kmz example and a screenshot showing the 
same area in v5.1 and v5.2 to my "earth-issue" entry #832

These poly problems are REALLY screwing up a project I am working on. 
Hopefully they will be fixed.
