"roils" is just a poetic "nounifying" of the verb. :-) It means "an agitation". I like it because it's a portmanteau of "rolling" and "boil" and "coils", because I'm going for the visual image of puffs of steam from a hot springs.
And "billowing" is a verb in this sense, of course.
For the purposes of translation, a simpler form of the phrase would be, "billowing in great clouds". If there is a sense of "cloud" that gets across the idea of a "puff of steam", so much the better. :-)

Reading the sentence, it was not clear at first (I had to go back) if it is the climbing land or the mist that's billowing… the ambiguity is resolved only by "further up", isn't it?
