update write_caland_inputs.r to create an additional climate change input table #27

The preprocessed data will be ingested by write_caland_inputs.r and added as a table in the CALAND input scenario file. This table will be similar to the mortality table in that any years can be included, and the values will be multipliers for the veg and soil sequestration rates. We may need 2 tables, one for veg and one for soil. Not sure how to deal with uncertainty yet.

This has been implemented, but it needs some modification get rid of the "ha" tags in the raw input file and in the resulting caland input tables a couple of columns are not correct when merging the raw data into the desired table
