This update is primarily for the soil conservation C fluxes (Issue #32). The managed soil C fluxes (mean, SD, min, max) are now explicit in the inputs (not scalar multipliers) and the uncertainty range (mean+/-SD) can be run as a sensitivity test in CALAND to estimate the range of benefits for a suite of soil conservation practices included in the NRCS Healthy Soil's COMET Planner. This update also corrects (1) the soilc_accum values in forest_manage to all equal 1 (i.e. no effect of management on soil C flux) (Issue #38), and (2) the non-regeneration LCC bug (Issue #39).
