rangeland management areas outputs are greater than the land area available to treat without reapplication #79

The output for managed area in rangelands for new or existing (v3.0.0) practices does not limit managed areas based on the implicit repeat cycle. This is an issue when the input management areas are greater than the land area available to treat without reapplication. However, it doesn't appear to affect the correct application of benefits for existing compost practices (Low_Frequency and Med_Frequency).

What is the issue here? If the input management area is greater than the physical land area, then it is truncated as it should be. This is based on the cumulative area during the benefit period for each year's application, so once a repeat period is over, that land becomes available again. Is this only an issue with the new practices? Is it related to having multiple practices in rangelands?
