Try disconnecting all USB devices. If you go to recovery menu the file /dev_hdd0/boot_plugins.txt will be renamed and the plugins will not load when the system boots.
Once you get XMB you reinstall webMAN MOD (with all USB devices still unattached) and after reboot, go to 0/setup.ps3 and make sure that you have checked the option "Disable content scan on startup" then SAVE the settings. Also uncheck all the scanning on the devices that you don't use like /dev_usb001 and others.
I got it! Thank you.

It seems that somehow, webman uninstalled itself, I tried to reinstall it. Now XMB just sits there and loads, forever. On a slim with cobra and evilnat. Any suggestions so that I do not have to wipe the drive? :'(
