The setting was saved properly, but there re was an issue reading the cobra config file which prevented to show the changed settings.
I have installed the build installed in the link and the issue has changed. Now the BD region does indeed stick after a reboot, but the issue with the DVD region still persists - it goes back to "default" every time.

Many thanks for the quick work. I installed the provided apk and yes, the settings do now save. However, the console still doesn't play european dvds (at least movies, I don't currently have a ps2 game on hand) saying "The region code is not correct.". Am I missing something? Is this not how this feature is supposed to work?
Thank again you for your feedback.... If the region is still not working then the issue should some condition in Cobra payload.
Maybe @Joonie86 could answer. I think the issue could be related to some check (checksum or struct size) in the config API.
If you're on Rebug, you could check if MAMBA 8.2 works. If it does, it would confirm that the issue is with integrity check in config API, which I disabled in MAMBA 8.2 but Cobra still have it. If that's the case I could try a workaround when I get back home later today.
I'm looking around but I just can't find out how to enable mamba. I downloaded the mamba_484D.bin (the console is in DEX mode) from Your github, uploaded it to /dev_hdd0/plugins/kernel and added the "/dev_hdd0/plugins/kernel/mamba_484D.bin" line to boot_plugins_nocobra_dex.txt". Then i disabled cobra mode in rebug toolbox, but after reebot it just says "nonCobra" instead of "Mamba" like it does in Your screenshots on the forum.
It seems that you're using the nonCobra edtion of webMAN MOD, which is installed by default when Cobra is disabled.
Try re-installing webMAN MOD or set manually the path in /dev_hdd0/boot_plugins_nocobra_dex.txt to: /dev_hdd0/plugins/webftp_server.sprx
Also the file: /dev_hdd0/boot_plugins_kernel_nocobra_dex.txt (NOTICE THAT IT HAS THE WORD "KERNEL" in the file name) should point to: /dev_hdd0/plugins/kernel/mamba_484D.bin
If something goes wrong, go to Recovery and rebuild the database.
I set the path manually in boot_plugins_nocobra_dex.txt and created boot_plugins_kernel_nocobra_dex.txt and added "/dev_hdd0/plugins/kernel/mamba_484D.bin" to it. After reboot the console just hanged on a black screen, so I had to rebuild the database.
Hmmm Later today (in about 10-12 hours) I could make a new build to test a possible workaround.
Or you could try an older build, like webMAN MOD 1.47.12 which uses the original CobraConfig structure.

As for the issue: I installed 1.47.12, made sure the regions are set correctly, but sadly it still gives the "The region code is not correct" error.
Then I guess we should wait for the feedback of @Joonie86 if it's an issue of Cobra payload.
I think he took some weeks off... Hopefully another member could reply before.
In the meanwhile you should try multiMAN or Rebug Toolbox... I think they also offer the option of change DVD region.

It's not a problem if I have to wait, it's not like that's some core functionality I really need ASAP.
As for multiMAN - I've already tried, to the same effects as with webMAN. In the Rebug Toolbox I couldn't find any region options, only in the DEX debug menu. Switching that to europe did not help.

Adjust PS4/PS3 region code setting to play Blu-ray/DVD disc You can confirm a disc's region code by checking the disc's case and then adjust the system's region code setting for let it compatible with the region code on your Blu-ray and DVD disc. As the region code setting for a PS4/PS3 system can be changed a maximum of 4 times, after which the region code will be locked. And restoring default settings or initializing the game console system will have no effect on the region code settings or the number of times you change it.
Okay, a sad little update: It is not in fact the issue that You have proposed - I went to the store today and bought an european Blu-Ray movie. Turns out it plays just fine, so either the region doesn't switch just for dvd, or maybe those dvds have some sort of a more advanced region protection.
As for the sad part - I left the console running, went to grab more dvds to check and came back to a flashing red light. Well, now it just ylods everytime. I don't quite understand since it ran fine and never did as much as even turn off, but now it's suddenly dead completely. Maybe i need to replace the capacitors or something, but I'm not getting my hopes up.
It's sad to know your console got a ylod :(
I hope you get it fixed... maybe you could try to access recovery or check formating HDD.

Well, an update to an update - It seems to actually be the capacitors - when I took a hairdryer to them (waaay to low of a temperature to affect BGA in any way) just to heat them which from what I heard restores a bit of their capacitance, the console sprung to life again.
So I don't know how long will it work for now until I replace them, but if any other ideas come up regarding the region issue I'll try to provide as much feedback as I can.
EDIT: Okay, so I tried 3 region 2 dvds and funnily enough one of them starts up (it clearly says region 2 on the box) while the other two still give the "wrong region code" error. I have no idea what's going on :p
Hello, I'm using webMAN 1.47.25 on a CECHA06 with Rebug 4.84 REX. Since I live in Europe I wanted to use webMAN to switch the DVD and BD region to european ones, but when I pick any options in IDPS & MEM setup they just don't save - I press save, click "this" to restart the console after saving and after the reboot it goes straight back to "default", which does not play european DVDs and/or BDs. Is there any solution for this?
