Improve the project management components

[x] Refactor the labels to support the new workflow
- [x] use '.' as the separator vice ':' to make queries more readable
- [x] model the label types after the NUnit labels
- [x] update the stale bot to use a longer time interval and the new labels
[x] Reduce the number of projects to 1
[x] Look into the github project iteration feature and decide to:
- [x] Use the project iteration feature to organize work into sprints or
[x] Document the project management workflow on the wiki
[x] Incorporate Story Points into the issues to aid in selecting tasks
[x] Update the automations to support the new workflow
