Support for non-English languages #13

And non-US locales. I think this may be a first phase, or at least part of it. 
Today is 3/12/08 for 
me. :)

I think that this is at least two separate issues: 

* dates: Christmas Day this year is 25/12/2009, except in the US, where it is
12/25/2009. This should drop out of the 
* non-English languages. This will be considerably harder, so we should try an
abstract the parsing from the actions.
* timezones. Server may sit in a different timezone to the user. In the first
instance, sandy should be able to compensate the time difference, based upon tz 
info
in the incoming email. This may not be possible from other input media.
