Pencil kills Firefox multilanguage UI #405

After a Pencil installation a Firefox preference intl.locale.matchOS always 
forcibly set to "true" and can not b changed. Disabling Pencil returns user 
control over this preference.

As a consequence

1) all extensions UI shown in the OS language instead of Firefox language

2) all Firefox UI translations (available on Mozilla ftp as <lang>.xpi) didn't 
work

Firefox 10 (en-GB), Win XP (RU), Pencil 1.3.*
