Unbound version 1.19.1 - fix #40 #45

This PR creates a dev-container that installs the latest unbound version from the sid repo. This is currently 1.19.1 as mentioned in #40

The image is available as dev-pr-45-2024-02-18

@ZSamuels28 I have now updated the image. the appropriate tag is now dev-45
