Create README.md.meta #1

Seems like README.md is missing a meta file, unlike other md files in this repo. It doesn't affect functionality at all - but Unity throws this annyoing error all the time:

Asset Packages/com.alelievr.hdrp-mobile/README.md has no meta file, but it's in an immutable folder. The asset will be ignored.

I installed the package via git url. btw thanks for making this 🙌

Ah yes, that's because I've added it afterward. Thanks for the fix!
