Resolve Host to IP #4

If IP address is specified, use it directly
If it is not a valid IP address, treat it as a host and try to resolve it

I need this to run miners in a easier way, since the IP address of my Alephium full node is ephemeral. I'd like to specify a hostname instead of an IP for it.
