Blackout trigger Alertmanager silence #303

Is your feature request related to a problem? Please describe. We have to use Alertmanager to plan maintenance because we can't do it via alerta.

Describe the solution you'd like Blackout plugin will send HTTP request to Alertmanager if set and create a silence there also

Describe alternatives you've considered Write in-house script for developers to create silences by tags.

Additional context We use Alertmanager to manage our alerting logic (inhibitions, grouping, routing tree, etc) and Alerta for user interface. The only reason our developers log in today to Alertmanager is to create silence by specific tags.

You could do this yourself in a custom blackout plugin, couldn't you? Or am I missing something?
