allow integration user to pick what sevs they want email for.

Forgot to say, since I was in it and alerta no longer supports python 2.x I removed the references to ConfigParser.

Please resolve merge conflicts.

Done. I'm not sure why that generated a conflict since there was no conflicting change I had to resolve.
