fix : issue #379 #380

Change the condition line 130 tu use the declared variable 'ALERTMANAGER_USE_EXTERNALURL_FOR_SILENCES'. It resolves issue 'USE_AM_EXTERNALURL_FOR_SILENCES' is not defined : https://github.com/alerta/alerta-contrib/issues/379

+1, this problem is annoying. This plugin doesn't work in this state.
