Should the pop quiz have a Tech lead role too?

I think that would fall under "others in the RSE group". For some projects you might have a dedicated tech lead within the project but I imagine that would only be in larger project teams.

For me, this would fall into the dev team if it's not a separate role, not in the wider RSE group. In my mind, the Tech Lead is the person that ultimately takes responsibility for the technical decisions (software design and architecture, what language/library/framework is used) and for that they need intimate knowledge of the project's technical requirements?
