Namespace for XML format? #7

Should there be a namespace for the XML format?
Does the fact that the element names used aren't predetermined cause a
problem? (eg, would a namespace imply that lda:foo always meant the same
thing, whereas its meaning is context dependent, and discovering the URI
that foo is a shortname for might be a bit of a hassle in some circumstances)?

Not having a namespace will make the format a lot easier for people to process, 
given that people 
generally find namespaces hard to understand. We're not mixing any other markup 
languages in, so I 
don't see any benefit.
