Adds (optional) support for the Move That For You module to allow players to move their cards themselves.
Support is completely optional.
Sets flags for move that for you no matter if it is installed and active but that should do no harm as card tiles should be rather short-lived and it is very little data.
Allows the GM to configure what permissions users get (none, movement, rotation, or both).
Alternative behaviour: Setting and flags could be hidden behind a check so that the settings are only shown and the flags are only set if the Move That For You module is installed and active. I could do this if you wish but I figured it wouldn't be needed and might be even better to show users what they could have.
