Is there a way to get a CONTRIBUTING.md file in all the repos to point back to the Contrib file in admin? #39

Each repo needs a contributing file so when issues are raised a warning pops up saying Before you submit an issue, please review the guidelines for this repository. But we only want to update the one Contributing file otherwise some will fall out of sync.

I've put a basic contributing file in all the repos we want contributions to that links to the main contributing file in the admin repo. It's not perfect but functional, gets it done for Mozilla Sprint. If anyone has a better idea feel free to get stuck in.
