This covers the UI only for the landing page. Some of the features that are linked to don't exist yet and this card doesn't cover implementing them.

[ ] Include a css framework such as bootstrap
[ ] Link to search for papers
[ ] UI for Notifications
[ ] Link to forums
[ ] Links to submit a paper
[ ] Link to vote on submissions
[ ] Attractive visual appearance
