Test faucet is required to give users access to functionality of the network

[x] Faucet Project
[x] Captcha
[x] Deployed to server
[x] Connecting to any account
[x] Connected to the correct testnet account
[x] Called by app when attempting to upload an article if not enough testnet tokens exist
