Prod CI will always show unrun migrations #178

The default values of main_votecounttemplate.full_tick and main_votecounttemplate.empty_tick are set to 'https://{}/t.png'.format(settings.PRIMARY_DOMAIN).

This is a problem because settings.PRIMARY_DOMAIN is environment specific.
