The markdown TOC post is out of date

The Gitlab markdown supports multiple formats for TOCs. For Markdown files and other places you can use the [[_TOC_]] syntax, acording to https://docs.gitlab.com/ee/user/markdown.html#table-of-contents.

I've tested this in Markdown files and it works.
