Reporting periods in local time vs. UTC? #2

Can reporting periods be in local registry time (as that is the case in many existing implementations)? If registries would report in UTC, data in those files could be skewed from what they present to their registrars via other sources (eg. registrar intranet).

It makes comparing numbers between registries or aggregating numbers impossible for consumers. I would advise against using local time.
