Refactor output code to make it easier to export "all state" data #354

Motivation

Finish the work to enable exporting the "all state" data

Closes #352

Changes

Updates the list of states to parse data for to include all of them + DC
Separates the code that handles writing out files into their own functions
Refactored a bit of the RSS generation code so it works better with code folding
