I turn on wifi-TETHER but on some devices the carrier pops up blocking me from going on the internet #1995

What steps will reproduce the problem?
1.Every turns on. But for example on my wimdows vista the internet displays my 
carrier and says to add the hotspot feature.

What is the expected output? What do you see instead?
Well I want to be able to use my internet on the computer without having to 
install apps from google that block them from detecting im using hotspot. These 
apps make it hard to watch movies likehulu because they are not in the usa and 
hulu only allows to view in the usa. And I am in the usa but the app isnt
Please provide any additional information below.
