1.3.x with svn? #127

Hi,

I'm going to push an update of serf in Fedora from 1.2 to 1.3.1, however I 
don't know if serf 1.3.x is still the default of svn client library? Homepage 
only says 1.2 is.

Subversion *prefers* to use 1.3.x, as it fixes a number of problems. We didn't 
want to bump the documentation (or create a hard dependency within svn) until 
1.3.x was more available via downstream packaging.
