[patch] DESTDIR support and add var for pkgconfdir #140

What steps will reproduce the problem?
1. Try to build with DESTDIR to support clean packaging
2. serf-1.pc support install to different directory then libdir
   (this is not the preferred drectory for all operating systems)

What is the expected output? What do you see instead?
Scons supports install-sandbox but not without the fix

What version of the product are you using? On what operating system?
FreeBSD 8.x, 9.x, 10.x

Please provide any additional information below.
Patch against serf-1.3.3
