add the localAddress option #266

when dealing with multiple bots it's always useful to have the request done by different ip.

So I ve made a new pull with the localAdress parameter

And it would be great to have the same for steam-weblogon and steam-web-api

Multiple bots run on the same IP just fine. If there is any evidence of the opposite I'll consider adding this option.
