Ability to control 3D panel camera #134

I was figuring this would be a cool option, as I'm sure if a full screen 
Feedback mode was implemented, this would be asked eventually.  The ability to 
control the viewing angle and the Z coordinate of the camera in the 3D panel 
would be interesting.

It might be easier to use Allegro's 3D functionality instead of doing this 
manually, as applying a 3D rotation efficiently would be harder to do if we 
coded it from scratch.

NewCreature mentioned in issue 191 that this may be feasible if EOF ends up 
using native Allegro or OpenGL 3D routines to render the fretboard.

By now, the ability to alter the camera's perceived height by changing the 
vanishing point's Y coordinate (for the 3D to 2D coordinate projections).  This 
is probably close enough, I don't see a need to be able to pan the camera so 
that it isn't centered on the 3D fretboard.
