Add dance track support #250

Phase Shift has added some initial 4 lane dance track support.  It shouldn't be 
too difficult to add the ability to chart this in EOF, details are here:

For now, Phase Shift is just reading it from the "PART DANCE" MIDI track.  It's 
possible that the type of dance track will just be defined by an INI tag.

r738 adds some of the initial functionality.  Basic 4 lane dance charting is 
available, using standard conventions typical for 5 lane instrument charting.  
Remaining tasks for this enhancement:

1.  Ensure that guitar/drum/vocal statuses cannot be applied to PART DANCE 
notes.  Ensuring proper checking of track behavior (ie. "toggle crazy" can only 
be applied to guitar behavior tracks) would be a good idea.

2.  Add features unique to dance mode, such as mines, etc.

3.  Add MIDI export capability for the dance track and test in Phase Shift.

4.  Add the capability to import one or more dance track formats, such as 
StepMania format.

5.  Update the documentation.

Task 3 is partially completed in r744.  Export of non normal notes will be done 
when charting for those types of dance notes is implemented.
