What steps will reproduce the problem?
1.Load EoF

What is the expected output? What do you see instead?
Add Lame and Vorbis Tools

What version of the product are you using? On what operating system?
1.8rc10 (r1337) with hotfix (r1359) on Win7 64 bit

I have searched everywhere and I cannot find the Lame and vorbis tools 
required. Also see no explanation on how to install them.

Please specify how you're getting EOF.  If you're using one of the pre-built 
packages I post, it includes the LAME and oggenc2 executables already.  If 
you're building from source the bottom section of the Windows build tutorial 
has links to those binaries:
