Higher precision custom grid snap #94

This is a prior feature request to be able to request the ability for
smaller custom grid snap values.  Since the grid snap length is stored as
an integer, it should be pretty easy to allow for smaller intervals or even
for defining the number of intervals per measure instead of per beat.  This
would allow for intervals that are not multiples of 4, such as 1/5, should
there be some desire to use that in a chart.

It might also be nice to have a keyboard command to move selected notes
up/down one grid snap position, as this would make it easier to use very
small grid snap values.

It's pretty much a duplicate except for the keyboard controls, which I believe 
you
preferred to have wait until the note/anchor timing logic was changed radically.
