Extending a region of someone else while not being an member or owner

You can extend region rent time, even if you are either member nor owner by right clicking a rented sign of someone else.

Could you please provide a way to disable this behavior?

That's an admin permission. That behavior is intended, but you can disable that by removing the corresponding permission.
