S3 bucket properties update

Description

Update the AlexaSkillBucket to:

Deny HTTP requests (in favor on HTTPS)
Enable Default Encryption (AES256)

Added a section in our READMEs related to enabling Server Access logging.

Motivation and Context

Update outdated S3 bucket properties/policies.

Testing

Deployed new CFN stacks with expected properties/policies set on S3 buckets.
