Clarify required IAM policies

Description

The current README text is a little ambiguous when it comes to setting up an IAM user to deploy SFB skills. This change adds clarity.

Motivation and Context

Clarifies instructions for easier SFB onboarding.

Testing

Followed instructions locally and verified that the recommended policies allow deployment.
