No Base Skill #1

We can create a project to track our work; however, I noticed that we do not have the 0 - Base Skill directory yet. I'm happy to create it if others aren't already doing that.

I thought it had been created already. will look into it. maybe it's mislabeled.

also, the 'base skill' will be in the working folder to make it easier to type (and no spaces in the path)
