Alexa.ToggleController default directive? #135

I can't seem to get Alexa.ToggleController to work with TurnOn/TurnOff https://developer.amazon.com/docs/device-apis/alexa-togglecontroller.html I believe it should work for these by default.

Not sure if I'm defining capabilities wrong or if I missing something.
