feat: re-order new skill questions to match with console experience

Description of changes:

• during the creation of a new skill, ask new the questions were not in a similar order as the Alexa developer console experience. This change make the two experiences similar
• also, making the Hosted vs non-hosted experience more similar by supporting AWS region support for non-hosted skills. So we prompt for infrastructure AWS region in both cases.

New question order for building a skill is now:

• prompt for skill name / folder root
• prompt for Deploy method
• prompt for AWS region to deploy infra
• prompt for Programing language
• prompt for Template to start from
