Some times getting Error when call method apns.send() #98

I am started using APNS but some times I am getting below Error.

Error 12029 calling WINHTTP_CALLBACK_STATUS_REQUEST_ERROR, 'A connection with the server could not be established

I have checked everything related to network and server and it's proper but still getting above error sometimes
