Support for postgres as dbms

This was discussed http://groups.google.com/group/db-deploy-users/
browse_thread/thread/dd958110e5e5c3f8 - but I still see no pgsql in 
documentation nor source code.

I've attached a diff which adds the patch, as well as a tiny addition to 
the tests of the dbms factory.
