Notes on installation #2

@alexander-pastukhov I've made a few modifications on README, but mainly I'm suggesting a "notes" section under installation.

Since the package depends on rstantools, I think it would be useful for the users to know they will need to install the V8 JavaScript library in their systems, which may not be trivial for everyone.

Anyway, this is just a suggestion, so feel free to accept/not accept (it could have been an issue but I thought it would be easier to send a pull request).
