Strengthen Ingest of WFAS ERC, BI and SFDI rasters #51

The WFAS forecast fire danger percentiles and SFDI rasters are very undependable on Geoserver. Sometimes they are there, sometimes they aren't. I really need these to be constantly available. I'm wondering if we can set the ingest of these layers up for more than once per day? Maybe 4 times per day to reduce the chance that they don't download properly or that we have some other problem. I've been trying to get people to use the WCS/WMS for these layers and everytime I go to share them, they aren't working....

The script is now modified to update mosaics only in presence of new files on Rackspace. https://github.com/alexander-petkov/wfas/commit/9fb31c11a3b6a46b1acc37498b43700ed0d57638

BI, ERC and FM1000 are now configured as 7-band VRT images.
