As an admin or C-Suite executive, I want to be able to go to the Employee Portal -> Employee Management and see all employees with their account IDs, names, and roles. For each of them, I want to be able to change their user_role (this should also change the Account Group to EMP). I want to be able to add a new employee from the list of existing accounts.

Implemented and tested.
