External model provider architecture, OpenRouter integration

This PR:

• adds externally authenticated configs, starting with OpenRouter
• simplifies configs overall and moves more logic to the configManager
• resolves #46 : returns the full result at the end of the streaming promise

Window.AI Interface changes:

• Output now has an isPartial attr indicating whether it's a partial stream
• BETA_updateModelProvider: a method for updating external model providers. Not expected to be the final interface, but more of a working one for demoing.

Smaller changes:

• changes Local models into APIKey models with no ModelID set
