RTX 3000 requires nvidia-tensorflow. #25

Just wanted to leave a note in case anyone else runs into this issue. After upgrading to an RTX 3090, I was getting bad outputs with Tensorflow 1.13. Tensorflow 1.15 causes the program to hang. Switching to nvidia-tensorflow gets back the great results from the model.
