"Failure to verify" email not translated #110

The email sent by the rules_process_outstanding_verifications rule is not translated, even though it IS translated in the rule translation interface.

language of an incorrect object (verify slot) was used to pick the language for the email. Changing it to the slip owner's language fixes the issue.
