Refactor and improve plugin options #110

This pull-request improves usability of plugin options by refactoring and adding a drop-down menu item for tile URL provider selection with few pre-filled alternatives. Also the map center method selection is made more understandable by introduction of radio select type of component.

In addition downgrade grafana-toolkit to 9.5.x (for now), fix some bugs with color picker and add missing imagery to dist.

@Alkarex That sounds like a good idea so please add additional rights. I have some plans to update the plugin scaffolding to support grafana v10 and then we could tag a new release.
