Rewrite frontend in Polymer #63

If we're gonna go with Polymer rather than Bootstrap for UI, we'd need to rewrite all of the existing UI stuff in Polymer before we start tackling other UI tasks. Since there's UI stuff in the upcoming release, we ought to get on this right away.

Of course, if we're not going with Polymer, this is moot. That's up to @redbassett to decide.

If we're gonna do this, we should also ensure that we can work Polymer into our current assets pipeline. I dunno if wro4j can vulcanize Polymer assets for deploy....
